The width and height only reads up to 9.9999 inches instead of like 24.0000 inches happened after upgrade to 1. 04.5

As you can see, it does. full-screen your window or extend the width.
Reducing the size of the font in Edit->Settings can help remedy this.

That means you do not have enough window real-estate. You can switch to a higher resolution in Windows, if what @berainlb suggests does not work, (harder to see) or use another computer.
Of my three laptops, I had the same problem with one of them, and all 3 have the same size screen. The i7 & i3 Dells were good, the i5 Acer was not. It is not a Lightburn thing.
An option is to add an LCD monitor/TV with HDMI input as a second display. These are fairly low cost on Amazon these days.
Couple questions
a) What screen size does your laptop have
b) are you using windows screen scaling?
c) playing with lightburn scaling might help. even if you have to squint a bit to read numbers
but this will only work to some extent
I am not aware of any work on UI that could change this so make sure things did not get changed on you
EDIT: i can replicate if i go to font size 14 or higher on the slider
