Can I monitor the use of seats?

Lets say I have a license for 100 seats at my University.

  1. Can I monitor how many users actually use the seats?
  2. Can I get notified when we reach the max. seats and a user cannot login because of that?
  3. Is there a response time to identify if a user has the right license when he/she is logging in?
