And if you like a layered flag, you can cut it out of 2 pieces of thin plywood. Cut out stars and white strips and paint the back piece white.
Carboard is an easy medium to work with. The USPS priority mail cartons are a great re-cycle source for projects.
Here is the simplified design preview with the stars and every other stripe left unburned. The blue field is cross hatched and the red stripes are a wide line spacing at an odd angle.

one of the first things i found in your file was duplicates lines. might see if that was the problem. When i selected them and went to fill mode everything was filled because of it.

The issue with the original file is that the shapes were created from lines. The solution is to make shapes out of shapes (rectangles). Did you bother to read the other 10 posts in this thread?
The OP was taught how to use a vertical array and OFFSET and Boolean subtract on multiple levels and how to vary power and line interval to achieve varying shades of engrave.

Sometime if they are grouped this happens just make all objects are ungrouped…
To check for duplicates you have to ungroup first.
