I just upgraded to 2.0.05 to 2.1.03 and the copy and paste also copies the layer name. Is that supposed to be like that - I hope not as it means that you have to go back and rename the layers after you paste the settings.

You are pasting the entire layer, not just the settings. I may be wrong, but I thought it was always like that.
When you label the layer to describe what it is for, why would what it is for change when you paste it into another design?

It was always that the paste was just the settings and not the name. I rolled back to 2.0.05 and can paste just the settings.
In my example, I cut various shapes out of card - so each shape has a name and I may have up to 20 shapes in 1 file.
If I change to a different grade of card and test the settings on 1 shape and then want to copy to others, I just want the settings to be copied, not the name.

This is exactly what the Material Library is for. Check it out.
@thelmuth suggested workflow makes sense — if the goal is to duplicate a layer wholesale, using Duplicate is probably the cleaner route.
That said, I’ve reproduced the behavior change being reported here. In 2.1.03, copying/pasting layer settings also copies the source layer name onto the target layer. In 2.0.05, the same test copied the settings but preserved the target layer name.
I’m going to check with the dev team whether that change was intentional or unintended.

I’ve checked this with the team, and the change in behavior is intentional. Copying/pasting layer settings now includes the layer name as well, and the Material Library also stores/copies layer names.
So for duplicating a complete known setup, including the name, copy/paste or Material Library entries should work as expected. If you want a separate layer with a different name, you’ll need to rename it after pasting.
Or add a new Layer to the Materials Library with old settings and a new name. ![]()
So your “name” is by card grade [and shape] and not by the shape alone? Just trying to envision your workflow…
