I would like to know if the ‘optimize cut path’ selection needs to be on for the program to send the cut paths in the order of layers. I tried cutting a project, but the layers do not cut in the order they appear in the cuts/layers panel.
I don’t believe layer order is guaranteed without the optimization setting enabled.

this confirms what I suspected, that optimization is necessary for cut order even if simply by layers
I don’t see it as optimizing so much as controlling the sequence of operations.
I believe OP is using “optimization” as a direct reference to the “Optimize Cut Path” and “Optimization Settings” where these preferences are enabled and configured.
