why don’t i have the option to select cut shape from the tool menu
That list could be long. Let’s come about this from the other direction. What are you trying to do? Show us, and we may have some suggestions to assist with your workflow.

The shape used to cut has to be the last thing you add to your selection, and must be a single closed shape. It can’t just be a line, or a group of shapes.
