Does anyone know how i can easily cut out just the outline of the flag in this design. Its made up of multiple sections that are part of the internal design elements

Obviously many ways but what I would do is select everything, then offset outward but a small amount (ie .01"), select the offset and move to a new layer. Hide the original layer. Clean up the offset by deleting everything but the profile (ungroup first). Then offset the profile back inward the same small amount.
Done.

I duplicated the original flag components and put on a different layer to save original art. Then select all components of flag and use ‘Offset’ as @Demus identifies. I set the Offset to use the ‘Outer Shapes Only’ to produce the outline, selecting the ‘Delete Original Objects’ then delete the undesired elements.

That was a big help from everyone. Used your instructions to get the Offset created, then a little cleanup and it came out perfect. Just have to finish the cut layers.
I’m looking to create something similar to the one below that I did. But this one is a little more complicated. I appreciate all your help. I can usually figure things out on my own but this one is a bit of a challenge.

I’m trying to duplicate this one i did on my CNC. Its a bugger to paint so I figured if I could do the design and laser cut it, I could paint and assemble instead of working one one piece
We’ll see if this is going to work. This may be above my pay level. I’ll try it out later.

Final design. A few small issues but for the most part I’m happy with it. Again, thanks for everyones help.

Paint the backing plate white
Paint the cut outs Red
Paint the Stars Metalic Blue
Paint the lake piece Blue
Glue everything on

Made a few changes to my original version.
USA outline was too busy. Smoothed it out a bit
Final Version. I’m very happy with the way this one turned out
Instructions;
Run file as is to cut backer with trace lines for gluing.
Change Speed/Power to 400/90 on layer 00 and 03
Turn off layer 02 (Red Layer)
Run file again to cut out parts
Paint backer white
Paint stars panel Blue Metalic
Paint Stripes Red
Glue everything on
