How do I get a cutting line around the image so that the image is engraved and then cut out?

If it’s not yet a vector image, trace it. Then apply an offset around it at the desired distance. Set the new offset shape to cut. It will look like this:

It’s not opening properly for me.
If you remove .txt it´s a normal .mp4.
Else when downloading right-click Save As and before saving remove .txt.
Maybe your system isn´t configured to show extensions.
