Fill with Holes

I would like to create a US flag. I’m not sure how to create the field (the blue part). I want the blue to be a “fill” area and the stars to be unfilled. I don’t know how to create a fill area with holes. Any suggestions?

Just create a box, and put the stars inside it, all on the same layer set to fill

Here is one I took from a SVG on wiki, and cleaned up. If you are engraving, the black one is going to engrave evenly. You could use the colored one and vary the power and speed between red and blue if you want them to be different.

Putting the stars and field on one layer did it. I kept trying them on separate layers…
