During editing on a project , why does some lines flash, while other do not ?
likely in video , but i must have missed it

Most likely you have lines overlapping or doubled up, and need to delete the duplicate shapes.
Do this as a test to see it:
- Draw a circle
- Draw another circle next to it
- Press the Esc key to get into selection mode
- Select one of the circles
- Press Ctrl+D to duplicate it
- Press H to horizontally flip it
Now, if you select all (Ctrl+A) one of the circles you see will show the normal dash pattern and the other will flash, because the two circles in one place have their dash patterns moving in the opposite directions. (mirroring a shape will reverse the order of the marching dashes).
