Is there a way of forcing the ruler measuring line to either horizontal or vertical, like the you can when drawing a line using the shift key? I realise that it snaps to points but sometimes I don’t have a point where I need to measure to.

Not currently, but we do report measurement information at the bottom of the screen when using the Line tool. Drag looking to the bottom to get the measurement, then ESC to exit without drawing the line.
In fact, prior to adding the Measure Tool (
), this was the exclusive way to measure things. 
You can also consider adding this enhancement to our Suggestion Site.
