Does “Select All” select all layers including those which “Shown” is switched off?
Why not try it to find out?
No, hidden layers (“show” turned off) will not select.
Shouldn’t assume that I didn’t.
That’s why I asked because it is not behaving that way. When I select all it does select hidden as well which is unexpected.
Are the hidden layers grouped with the not hidden layers? A group will select, a hidden (not grouped) layer will not.
I have to test to be sure. I will have to open a test file to see.

Ok, now I have tested with a live LB file.
#1 - hidden layers will not select with CTRL+A or by drag box
#2 - GROUPED before hiding, CTRL+A will select hidden layers
size of selction when Black and Blue are both chosen
Turn off Blue
CTRL+A when BLUE and BLACK layers are NOT grouped
CTRL+A when BLUE and BLACK are grouped
