Can anyone help me to fill the red outline only with an array of 8mm holes as displayed in the blue layer? I would then need to delete all the part and full holes outside of the red border, then delete the red border in between the holes.
First, duplicate the black shape and set the duplicate on the red layer. Select all the red shapes and group them together.
Turn off the black layer, then drag the holse into position over the shapes. Select all and open boolean assistant. Select the correct option that gets the results you want.
Then reenable the black layer.

Thank you ever so much! I actually need the inside of the red shape filled with the holes, but now I know it can be achieved in LB!

That’s even easier. Don’t duplicate the black shape. Group the red shapes, hide the black layer, move holes over the red shapes, select all, boolean assistant.
Reenable black layer.
