I’ve never seen an Ortur with a Trocen controller. 
Usually this occurs when you have $32=0 in a grbl machine, but I’m not sure about your setup…

Actually, I don’t know about Ortur and Trocen 
On a milling machine, you don’t stop the spindle while the machine is doing a job, so grbl keeps it going if the $32 flag is zero…
