That’s because you didn’t satisfy the requirements for those functions. You need specific shapes selected for those to work. Like two overlapping closed shapes for the cut shapes tool to work.

Correct - to use those functions, you must first satisfy the selection requirements for them.
For Cut Shapes, you must first select the shapes you wish to cut, then add the cutting tool shape to your selection (click again while holding ctrl).
For Apply Path to Text Select a single block of text and single shape at the same time, then go to Tools → Apply Path to Text, or right-click and select Apply Path to Text from the context menu.
For any of the other instances of greyed out features, a quick search on the documentation site will guide you to the answer
