On a CO₂ laser, this is likely due to a failing high-voltage power supply:

Unplug the signal cable from the Ruida to the lps. This should disable the laser. If it still lases, then, as @ednisley stated, the lps has an issue.
The left three wires are from you mains input.
You can unplug the right connector, which should stop the machine from lasing.
