Okay. That looks right. I’m fairly confident that your controller is sending the right signals.
Does the laser light come on and stay on when you check?
I’m fairly certain that if you’re not getting a laser led indicator that the PLH3D controller is not detecting a signal.
However, try measuring HEAD SUPPLY to G and HEAD ANGIN to G:
There is also a troubleshooting guide on P. 27 that you may want to step through.

Saw this on a page about PLH3D-6W-XF laser. Not sure if this is what you have. This gives more detail about the the connector that plugs into the adapter.
Also a view of the port with pin numbers:
Based on this you may want to test pin 2 to 3 as well.
So overall test:
Analog signal - 1 to 3
TTL signal - 2 to 3
Supply voltage - 5 to 4
