Laser Power too low

I had 50W CO2 China machine, I used Cloudray handheld power meter to check, it’s showed 13. I don’t know 13 what, 13 MA or 15 W, if 15 W that’s mean my machine don’t have full power.
Could you tell me what cause low power, the tube or the PSU ( I just bough new one from Cloudray).

You need to know how to measure.

The meter should have a time associated with it - in my power meter, that time is 0.87/sec.

You fire at 100% between mirror 2 and 3 for 0.87/sec and it gives you the wattage.

In my experience, those solid-state meters are wildly inaccurate, and ridiculously priced.

My laser power is really low, i have to increase my power almost double to get the same result like before.
I set my machine cut a long line 300mm , speed 5mm @ 100%. I put the power direct in front of the laser tube.
Do I have to put the meter between mirror 2 and 3? I will try it tomorrow.
