Laser stays on when moving

Running a K40 with mini grbl and lightburn.
Just installed and everything seems ok for now. Just having an issue with the laser stays on when moving. I can frame the image and no issue but when I home it back then run it it will travel to the position while the laser is on. Here are my settings

I’m also having an issue now where if I set the power to 0 and then run it. Its still firing

So after reading a bit more and trying a few different things I have gained a little progress. So changing the board to the grbl-m3 1.1e made it so when i frame the laser will traverse to the location without the laser on, laser turns on when it gets to the position and starts framing the area with the laser on. Once the frame is finished,the laser stays on. I have to hit the stop button on LB or shut my machine off.

Grbl - frames fine, laser is off while framing. Once I run it the laser powers on and moves to the location while engraving.

Here is a copy and paste of the $$ settings from grbl and grbl 1.1e.
I’m at a loss, also whenever I try to change the power on lightburn it doesn’t matter what I charge it to its always at 12.5 on the ma ( its what I originally set it to when I installed everything. Now it won’t move from there even if I set it to 0 ) I have checked all my connections to make sure they are tight and everything feels good.

I am having this problem too on my Eleksmaker, it was worked fine for a long time but had suddenly started that the laser comes on as soon as you switch on and it stays on. Even during engraving it is not switching fully off between cuts and when finished it returns back to start point with the laser on full power.
I am not sure if this has started since the last upgrade.
