Not cutting inner shapes first

Using 1.7. No matter which optimization settings I choose, the inner shapes (the slots) do not get cut first. It always cuts the outer perimeter first.

Applying Select Open Shapes shows all of the shapes are open: they have no “inside”.

A few Auto-join selected shapes operations ties the loose ends together, whereupon the cut planner does what you want.
