In locked mode — indicated by a highlighted, closed lock icon — the proportions of your selection remain consistent as they’re resized.
As an example, a rectangle that is currently 50 mm wide and 25 mm tall is twice as wide as it is tall, for a 2:1 aspect ratio. If the aspect ratio is locked, changing the width to 80 mm will automatically change the height to 40 mm.
What else did you expect? If you lock the proportion, it has to stay the same. So the longer side will be reduced by the same percentage than the smaller one. The 300 mm side is 50% longer than the 200mm side, so it gets reduces 50% more than the smaller side ( 1mm - 1.5 mm).
The easiest way to get equal size changes on both axes is to unlock the aspect ratio, adjust the axes separately, then lock the aspect ratio again.
The Numeric Edits size boxes can handle equations, so you can add sizes directly. If the current size is 300 mm and should be 301.5 mm, you can add the additional size: 300.000 + 1.5.
