Please help new user

I tried to download the 64-bit version to my PC(Windows 10) and tried to open the .exe file but keep getting unable to execute the file in the temporary directory. Setup Aborted Error 5: Access is denied. I tried to run the file as Administrator but got the same message. I also tried the 32-bit file with the same results. Thanks for any help I can get.

Sorry for the late reply but thanks for your help. FIX gave me the proper procedure to fix my issue. Thanks Agaim.
