Shape properties tab question

Im hoping maybe oz can chime in as this wont be my first question about this. In the past, i was trying to understand power percentage and how they relate to the shape property power scale. In the past, i came across a video of a guy creating his own grid test. In this video, he set all the layer power settings to 100% power and then grabbed each row creating different speeds for each row. After creating the grid, he went in and grabbed each column and set the power scale for each in the increments that he wanted the increase from left to right. Since watching this video, i have made several of my own grid tests for both my co2 and my diode.
Fast forward to last night… i created a very tiny grid for my co2 laser by making the above mentioned grid and i tried to burn the grid onto a NWT tile (nicky norton white tile painted white to achieve a black engraving) and it worked. Normally i blow through the tile surface, or i engrave this sad gray colored tile.
My question is this. What is the shape property power scale and how does it differ from the layer power percentage? Clearly if i make the layer power 100% and adjust the power scale to 2% the laser doesnt fire at 100%. I think what is notable is that if i do not touch the power scale at all, and adjust only the layer power percentage to less than 10% the ammeter doesnt register and no lasering happens. So, what am i actually doing by setting it up like this, because it works… even at 1% power scale.
