When outputting text to the rotary engraver, using GRBL Board, the letters are not sequentially engraved as I would expect.

This is not unique to this text but happens frequently.
Am I overlooking a setting?
Engraving on a rotary works best when the laser head moves smoothly along the X axis while the mug rotates, which is what the Fill all shapes at once
option will do.
Using other fill options is possible, but tends to expose weaknesses in the rotary mechanics due to the higher speeds / accelerations / direction changes / complexity. All of those problems are solvable, but at considerable cost in finding the cause and applying a suitable fix.
AFAICT, you can optimize the job for any two:
- Good appearance
- Dependable outcomes
- Minimum time
It’s a tradeoff!
If you try the following settings, you might get the result you want, although I don’t know how the algorithm will work with text.
