Why this inconsistency ? If I want to draw a line, I have to click to start the line and let go of the mouse butten to go to the endpoint of the desired line and click again.
For a rectangle I have to put the mouse pointer first at the desired location and click and drag for the second point of the rectangle
Not very straight forward ?

Because the line tool lets you make continuous lines, one after the other, with each click putting down another point. Rectangles have no such requirement.
