Yes, the actual circuit is probably using an Op Amp as a comparator, but a CT clamp or a current sense resistor is still used. The actual function is still the same. The exact theory of operation uses a differential circuit to detect small amounts of current in the mA range.

0.5 because it is just for static electricity. Not for electrical risks. That would be too small

No, it is not for static charges, RCD and GFCI will trip if an imbalance of above 35 mA is measured. Static charges although they can exceed tens of thousands of volts still only measure in the low micro ampere range. 35 mA is orders of magnitude more current.
