Alignment between points of a 5 pointed star

So, I make rustic flags. I want to make a template for the union and replace the stars with bullet casings, any ideas of a fast way to do this. I have a svg file of the correct dimensions. Is there a way to shrink the stars without changing the pattern orientation.

Next I have a guy that wants a Texas star replace with bullet casing, How can I take a 5 pointed star and evenly place center point for each shell between 2 points of the star points to the pentagon, see attached pic.
