I’m trying to have a Navy seal (insignia) incorporated into an anchor but no matter
which boolean I use it just doesn’t work.

Is this an SVG file?
The ‘Boolean’ tools are for vector art and do not work for raster images. You use the word “photo”, indecating these are raster / bitmap images. You will need the vector versions to use Boolean.
Below I show using Image ‘Crop’ and ‘Mask’ to accomplish what you are after. I used your assets, which I note need clean-up or cleaner sources.

I got both of these “files” off og Google Image.I traced them and here I am .
If I get a photo from Google Image and trace it ,it that a vector file?
Yes, the Trace tool is intended to produce a vector version of a “photo” or raster/bitmap image. When I looked at the images you posted, they are a bit grainy or pixilated. Try to find a hi-resolution version to start. This will produce better results.
