BUG: Tabs disabled on file load V1.2.00

Steps to reproduce: Create two circles inside each other (I used layer 02, line). Enable tabs in the layer. Add some tabs to the inner circle. Save. File->new to clear then reload the saved file. Tabs are disabled.

Tabs will reappear when tabs are re-enabled on the layer.
