Cameras can be locked out by security settings, firewalls and Anti-virus software.

Does the camera work on the laptop with other applications?

Which camera are you using and does it have a Microphone? Sometimes the camera won’t activate without allowing its microphone to activate. Are the security settings different between the two computers?

Is the laptop connecting via wifi to the same network as the desktop? Is the desktop also connected by wifi?
