MacOS does have a feature called “Center Stage” that will automatically pan and track a subject. FaceTime does this on iPads and MacBooks. Is it possible that’s what you’re seeing, or is the “panning” unpredictable?

He adjusted the fps to 10, and the panning stopped. But I will ask him about center stage. Thank you.
