Cant get my layer toolbar to come up

I just updated to a newer version and can’t get my layer palette to come up as a tool bar. Could someone direct me on where to turn that feature on please

For the palette with all the layer colors:

For the Cuts / Layers window:

Right click on either the left or top tool bar

If you’re on a Windows computer with low screen resolution press the Win key and up arrow.
