Combining Traced Shapes..?

I’ve drawn three smaller shapes inside a larger shape. I want to fill the area inside the large shape, but around the smaller shapes. (It’s clear in the pic) When I turn on “fill”, it doesn’t recognize two of the smaller shapes. I’m sure I’m glossing over a simple and obvious step, but I’ve researched and am out of ideas.

Are the smaller shapes closed / joined? Edit - They aren’t, as they’re both showing two sets of start / end points - the larger green boxes:
