Cut Inner Shapes First not functional

I referred to previous post with this issue but none of the solutions work.

Even though “Cut Inner shapes first” is selected, the software does not cut it first.
The “Cut Order priority” is set to “0” for all objects and “Order by Priority” is not selected in the “Cut Optimization Settings”

This only seems to happen with multi-mode layers.

I opened your file and noticed you have two additional sub-layers. I removed them and re-ran the preview. It appears to work as per your intention.

Don’t ask me why the sub-Layers don’t adhere to the optimization settings.

Perhaps we’ll hear from someone on the development team.

PS I also moved the treble clef so it shows in my workspace and altered the number of passes just to keep the preview short.
