Nope, because by definition a “layer” controls both the speed and the power level.
Sub-layers allow some flexibility:
However, all sub-layers apply to the same overall geometry in that layer, so you can’t have different geometry in different sub-layers.
You’re also limited to 32 top-level layers, so you can’t have a 10×6 grid layout with a different layer for each cell.
