Cuts /layers open to old or previous cut setting

I am working on several different files with different cut and fill settings on 2 layers. Every time I reopen from File Open, I am getting different settings. Some times it is previous file settings, some time just different setting. I cant find any documentation on how files save and open. It appears that the cut/layer is not saving with the file. Am I missing something, a setting somewhere. I also use Recent project selection to open some files. Is there a more correct way to open and reopen files?

You probably want to twiddle the Load default layer settings on new or restart switch in Edit → Settings→ File settings:
