I am not following the issue you are observing. You can adjust the size of an imported image using these controls.
Like this? The right two boxes can you use to resize in percentages.

what i am trying to ask is if a photo is this size and i want to get it to say a square of 100x100 without it stretching or getting squashed so the image looks out of shape
i use a different program to scale the image is proportionate
but would like to use just light burn

The answer is no. Using this rectangle shaped image would require trimming off parts of the image to make it square. Trying to squeeze all content from this image into a different shape (rectangle into square) will cause distortion when you “scale” it.
Alternatively, you can use the Image Mask feature to crop this to a square: Image Masking / Cropping - LightBurn Software Documentation
This can be the result with Image Masking.
Adjust original image so shortest side is 100mm.
Draw a 100 x 100mm square and position over the area of the image you want, set to line on the cuts/layers tab.
Select both together, right click and select Apply mask to image.
