Falcon2 22w error 80 alarm 3

started having issues with my falcon2 22w. i can home but cant frame, move or start a project without it immediatly stopping and throwing the following
error:80

If everything works except starting the job, the power supply most likely has died. Try to run the project at 0.1% power, if this succeeds, the power supply is dead.

reflashed laser head and board with updated firmware, got rid of error 80. still getting Alarm:3 when i attempt to start a job. even with the power dialed back to 0.01.
when i attept to frame the job i get this:

this happens both on the rotary and on the flat bed. and with each the laser head moves a fraction before stopping.
A/c adapter seems to be fine
all connections seem to be solid
the usb cable is new with the ferrite on each end

I just did a search in previous topics for alarm 3 and most were caused by a bad usb cable.
