Filling in a border

Hi folks im looking for a quick way to fill in a border
follow a border around and fill as if it was cutting but engraving
rather then moving left to right and engraving a bit at a time

If I’m understanding you correctly you’re looking for the “Flood fill” option in cut settings for a Fill operation. Note that this will stress your machine in ways that are not stress for traditional fills. If your machine is not well tuned it’s likely you’ll get unaligned portions of the engraving.

Is there any way the lasers can follow the border as if it was cutting but engrave???

You can set the layer to ‘Offset Fill’ to fill shapes as you describe. I zoom in a bit to see the corner fill using offsets in the second image.
