Why is home 3mm off from 0-0
Why does my laser go all the way to the right not 0-0 and start burning?

Usually because there is a pull-off distance of 3mm set to release the limit switches.
Typically user error. Without showing what you did / how you set it up, it’s impossible to tell.

The first time something like this happened to me, I had drawings placed below the workspace, “Job Origin” = Absolute Coords and “Cut Selected Graphics” = off (deselected).
Depending on what you want, placing all the drawings within the workspace or switching “Cut Selected Graphics” = on (selected) and selecting only what you want within the workspace may solve the “problem”.
But as @misken mentioned, without knowing what was done or what is intended to be done, it’s difficult to help.
I just gave my beginner example! 
(Beginner mistake that I still make several times today)
