Perhaps:
- Must be typed using a font containing them
- Require a keyboard mapping for that language
- Must be displayed using the same font as typed
Given that setup, they’re just like any other characters.
If you don’t care about specific typography, the Noto font family probably includes what you need:
One disadvantage of Noto: it carpet-bombs your font directory with All The Languages.
