Graphics aren't being put into separate layers

Hopefully the above will show a picture of flowers brought in by “trace” feature then I put the square around them but the square didn’t go onto separate layer. I have the lock unlocked on the task bar above. I’ve tried it with the lock in locked position and it still didn’t work. I don’t know what setting I have wrong. I’ve watched the tutorial videos over and over. I’m not hooked up to my laser as it is not ready to run yet. Please help.

Thank you. Now I want to add a small circle above the flowers to also be cut out but cannot seem to get that to work. The only thing that will get cut is the square around the flowers. So what am I doing wrong now?
