My current software, Rhino 3D V7 has a hatch command. Does LightBurn have a similar command?

It doesn’t have a hatch command. But, you can setup a Fill pattern, where you set the line interval to what you want, and then select crosshatch. This will mimic a hatch.
If you do a SaveGcode, and then import the NC file back into LB, you will have the hatch pattern without the border shape. Then, set the border shape from Fill to Line, and align the imported hatch to the border shape. Kind of a workaround, but it does work.
