Having problems using the 1.7 cut/trim tool

The cut/trim tool doesn’t want to work for me. When I hover over
a line nothing happens. No scissor icon, no line color, or trim?

I have both 1.7 and 1.6.03 on my computer. Is it as simple as a
license?

Your shapes are grouped, you have to ungroup first.
