Any suggestions on how I can fix this?
If it’s the same type of two-layer sign material that I use, try reducing your power (a lot) and when you’re done with the job, wash the sign with warm soapy water. I’ve had similar problems but with white on black, the residue from the engraving of the black film “contaminates” the white engraving.
Ps. on my material there is also an almost “invisible” protective film that must be removed - before engraving
