Holding Torque when moves are complete

Can the steppers be set up to keep power on them when idle. When I move the y axis, the drag chain is enough to cause the axis to recoil a small amount when the move is complete. I believe the problem is that power is dropped from the steppers when idle. I need some power on the steppers to provide some holding torque.

Set $1=255 to keep the motors engaged at all times.
