How can I make this dot font

I am looking for a way to do this. I want to create a number or letter that is about 3 inches in height. Please see my pic. I want it to be little dots. Before I try my method and get in too deep. Is there a font out there that creates this?

I am thinking of drawing a letter, and trying to fill it in with little circles via the array too. This may take too much time, unless there is some sort of cut and paste option that doesn’t go outside the line of the letter.

You may have to go through several fonts to get one you like. I discovered in MUSICNET, the numbers are not dotted like the letters. I also saw huge run times for multiple characters.
