How do i get color palate at bottom of work area

Go to the window tab and see if the cut palette is checked. If it is it might be hiding behind the taskbar.

How do i move the task bar or shrink my work area to show color palete?

If you’re on windows it’s the standard windows resizing procedures in the upper right.
