How is this set up done? I know how to attach a name to a rectangle but it deletes pieces of the rectangle

If I understand the question correctly, you can’t do it by drawing just a single rectangle.
You will have to draw two rectangles or use the “offset” tool which will certainly be the easiest way, since you can use it both on the rectangle and on the text.

When you made the frame with the Offset Tool as Luis suggested, select the inner and outer line and Group them. (Ctrl + G).

Write your text and size it so that it intersects with the frame.

Select both the text and the frame, open the Boolean Assistant (Ctrl + B) and choose “Boolean Union”

It’s important to group both lines of the frame first because Boolean Union only works with two objects.
