is it possible to lock a layer so that it keeps its position in the layers panel
Is this what you looking for?
If so, then select the layer you want to lock, right click with mouse and “voilá”.

No, if it were possible, I would like to lock layer in the Cut.layers panel like this, with a new column called Lock:
Thank you for proposing this. We do provide a specific site for Feature Suggestions (← click this or top menu) where folks can upvote ideas posted there. We use this to assist with prioritizing our work.
Locking a layer could mean different things to different users. If you lock one layer only, how do you re-order the others? For example, if one locks the second layer, they couldn’t easily move the first layer after it, because that would move the 2nd up one position in the list.
In chatting with Oz (lead developer), he offers the following comment:
We could disallow all layer reordering, but it would be very complicated to make it work per-layer.
